Ethnic-In-Service Training (EIST) Grant


The United Methodist Church allocates fifteen percent (15%) of the World Communion Offerings to the General Board of Higher Education and Ministry for Ethnic Leadership development.


The General Board of Higher Education and Ministry leads the United Methodist Church in the recruitment, preparation, nurturing, education, and support of Christian leaders – lay and clergy – for the mission of Christ in the world.



EIST funds are designated for the recruitment, training, and retention of ethnic United Methodist persons, both male and female, in leadership positions in every level of the church and its ministry.

Partnerships and collaborative efforts between and with campus ministry, chaplaincy, and institutions of higher education and general agencies are encouraged.

Other ministry settings in the United Methodist connection is open to consideration for innovative, creative programming are children’s homes, retirement homes, camping and retreat center, hospitals, UMCOR, and UMVIM.

Mentoring opportunities, learning contracts with clear goals, and measurable outcomes are highly recommended.


Funding will only be granted for programs:

  • Consistent with the purposes as stated above;
  • Consistent with the mission of GBHEM;
  • Provide evidence of how the proposed program will support one or more of the following four strategies within the GBHEM Strategic Plan;
  • Meeting a clearly demonstrated need;
  • With measurable goals and outcomes;
  • With clear accountability structures and connection with the UMC (general church, annual conference);
  • With endorsement from persons representing appropriate structures in the connection to which the project is related;
  • Where racial/ethnic minority persons have been involved in the planning leadership, decision making, and evaluation components;
  • Including an itemized budget, detailing anticipated income and expenses.


Proposals must be prepared in consultation with the ethnic concerns staff team and related with the appropriate unit of GBHEM.

Grants are one time seed money, in an amount not to exceed $10,000, provided for one year to approved programs; however, additional requests may be submitted for follow-up funding, after appropriate reports and evaluation. Programs must be evaluated using the form provided and incorporating the identified outcomes; copies of the evaluation must be submitted to the Ethnic Minority Concerns Committee at the end of the funding year.


To receive proper consideration for funding, those requesting funds should submit a completed Ethnic In-Service Training Grant Application, along with all application supporting documentation, to the GBHEM Ethnic Concerns Committee no later than March 8, 2019.
