For several years, the Rev. Elena Stepanova and the inmate congregation at Prison #2 in the city of Ekaterinburg have participated in a full chaplaincy program. Included in the program are worship, Bible study, and faith and the arts activities, both in the institution and in the community (family support, education, and post-release transition services).

The General Board of Higher Education and Ministry has provided technical assistance to the Prison #2 program, considered a model in Russia and in other regions of Eastern Europe. A former prisoner, now in the candidacy process for ordination, is training in a chaplain intern program.

Prison #2 was the site of a successful consultation on “Prison Ministry in the Post-Communist Context,” an event supported by the GBHEM.
